Kadang-kadang sekali perencanaan kinerja disusun dari level unit kerja, baru diturunkan ke level individu. Akibatnya, keberhasilan pencapaian kinerja level individu atau unit tidak selalu diikuti oleh keberhasilan pencapaian kinerja korporat. Dan, sangat sering terjadi, muncul kejanggalan ketika di akhir tahun, ada unit yang meminta bonus karena kinerja unitnya tinggi padahal kinerja perusahaan menurun. Masih banyak permasalahan lain yang muncul ketika cara lama ini dipertahankan. Semuanya bersumber dari tidak adanya kejelasan hubungan antara sasaran strategis perusahaan dengan sistem manajemen kinerja.
